Willard amends city manager authority

The Willard City Council approved an ordinance Thursday revising the section of city code that defines the powers and duties of the city manager, formally outlining how adminis­trative authority operates within city government. Willard City Attorney Amy Hugie said the amendment “clean[s] up some of the language” in the city manager sec­tion of the code and clarifies that the manager supervises city employees. The updated language designates the city manager as the city’s chief administrative officer operating under the direc­tion of the mayor.
