The Willard City Council voted Jan. 8 to approve two related agreements with members of the Wells family, granting the city easement rights across their property in exchange for a conditional commitment to provide culinary water if the land is developed in the future. The council considered an easement agreement and a water agreement back-to-back, approving each in turn after brief discussion.
