Willard council weighs keeping land use fees nonrefundable

Willard City Council members indicated they will keep land use application fees nonrefundable after weighing whether applicants should receive refunds. The issue came up during the April 9 council meeting after Willard City Planner Madison Brown said questions have been raised more frequently by applicants asking if fees can be returned when applications are withdrawn.
