Public conversation about energy and climate tends to default to a sense of unavoidable trade-offs, where every gain is assumed to carry an equal and offsetting loss. India's own record complicates that pessimism. Fly ash, once a disposal problem piling up in ash ponds beside thermal plants, now moves into cement, bricks, and roads.
