Winners and Losers in the Wisconsin State Budget (So Far)

You’d think a record $7 billion surplus would ease the partisan tension between Democratic Gov. Tony Evers and Republican lawmakers when crafting the next state budget. Nope! But Evers and the GOP-controlled Legislature have compromised on money for schools and local governments.
