Winners and losers of the tax extenders deal

The House has sent a spending deal package over to the Senate, which includes a number of tax extenders for multiple energy producers, but leaves others out. Plus, the Senate passed a  defense authorization bill that includes sanctions on companies related to the construction of 2 Russian gas pipelines.
