We know that infrastructure investment is the cornerstone of the government's reconstruction and recovery plan. We also know that the government does not have the money to finance it. The question is in what way the private sector can become involved in infrastructure investment. In some circles, there is the argument that it should be part of prescribed asset requirements, but the major asset managers and insurers prefer project financing. Last week, the Treasury proposed that Regulation 28 of the Pension Funds Act be amended to make infrastructure part of the asset classes in which pension funds can invest.
