Wrapping Up Taxation-Federalist no. 36

In this paper, Hamilton finishes the taxation topic, including arguments about double taxation at the discretion and organization of the state and federal government.  Other topics include double tax collectors, state government sovereignty in employment of taxation, and a very small property tax to be used as the main source of revenue for state government.
