Alan Reed, P.E., took the reins as State Highway Engineer in March of 2020, just as the COVID-19 pandemic was slowing the economy and state DOT's across the country were laying off workers; yet West Virginia Division of Highways was able to keep employees working and continued to gain ground on catching up long underfunded work.
