Jubilee was a day of salvation and restoration for the Jewish culture. For Jesus, today is always the day of salvation. Everything God owns has been restored to his people (property restored). Anybody who has not only sinned and been afraid of the consequences but also sinned and felt its captivity have been fully released (slaves released). And for everyone who has felt addicted and afflicted, Jesus wants to proclaim a different kind of Jubilee where he's able to say these words, "You're free to go." (prisoners freed).
