They appear to be friends when it is beneficial to them…” “Government” refers to the “rulers” of the “small city” within every person, i.e. the intellect and the emotions etc. Here there are two categories: (1) One kind of person is governed by the yetzer-hara, which appears as his friend because it tells him to do things he enjoys. Nevertheless, the correct approach is not to avoid this “government” entirely, because one must serve Hashem “with all your heart – with both your inclinations.” Rather, one must engage with it, but “Be careful” with it.” (2) Another kind of person is governed by his yetzer-tov, which appears as his friend because he is naturally studious and loves Hashem etc. Even so, the yetzer-tov has its own limitations and calculations (of holiness), and it too appears as his friend only when it is “for its own need,” i.e. learning Torah or giving tzedakah, etc.; it will not however agree to the service of mesiras nefesh (which is for the benefit of the Jew’s essence which transcends all such calculations).
