התוכן עמ"ש במשנה "יו"ט של ר"ה שחל להיות בשבת במקדש היו תוקעין אבל לא במדינה" מפרש בגמ' הטעם מצד גזירה דרבה ("והיינו טעמא דלולב והיינו טעמא דמגילה"). ומקשים ע"ז רבותינו נשיאינו "מה ראו רז"ל לעקור מ"ע דשופר ולולב וכו' משום גזירה דרבה וכו'.., ובפרט שהיא מצוה רמה ונשאה מאד". ומזה מכריחים שביו"ט שר"ה שחל בשבת לא צריכים את תקיעת שופר, כי הענינים שנפעלים ע"י תקיעת שופר בכלל, נפעלים ביום השבת מצד עצם קדושת השבת וכו'. אבל אם כך קשה למה צריכים הטעם דגזירה דרבה – גם בלי זה אין מה לתקוע בשבת?! (ועד"ז בנוגע ללולב ומגילה) וי"ל שהענין ד"גזירה דרבה" בא להסביר למה (אע"פ שהענינים נפעלים בשבת מצ"ע) אין תוקעין בשופר בר"ה שחל בשבת כ"זכר למקדש" כמו שמצינו בכ"מ.משיחת אור לי"ג תשרי ה'תש"מ ל"הנחה פרטית" או התרגום ללה"ק של השיחה: https://thedailysicha.com/?date=22-09-2023 Synopsis On the Mishna, “When the Yom Tov of Rosh Hashanah occurs on Shabbos, they would blow [the shofar] in the Beis Hamikdash, but not in the rest of the country,” the Gemara explains that this is due to Rabba’s decree (“and this is the reason for lulav, and this is the reason for megillah”). Our Rebbe’im ask in Chassidus, why did our Sages uproot a Biblical command of blowing shofar, and lulav etc., because of Rabba’s decree, considering that its such a lofty mitzvah etc.? And thus, they prove that when Rosh Hashanah falls out on Shabbos there’s no need to blow shofar, because the essential holiness of Shabbos itself accomplishes whatever blowing shofar accomplishes etc. But then the question is, if so, why do we need Rabba’s decree – even without it, there is no reason to blow shofar on Shabbos?! (And the same can be asked regarding lulav and megillah). We can explain that the purpose of the rationale of “Rabba’s decree” is because sometimes we find that we do certain things not because they are inherently obligatory, but in order to “commemorate the Beis Hamikdash,” and seemingly, it would make sense here, too, to blow the shofar on Shabbos in order to commemorate the Beis Hamikdash (where they blew shofar even on Shabbos), and here, the reason we don’t do so is because of Rabba’s decree.
