But the Megillah teaches that the opposite is true – “‘And honor’ – this refers to tefillin,” and as the Gemara says, “And the similarly the verse states [in shishi of parashas Ki Savo], ‘And all the peoples of the earth will see that the name of Hashem is called upon you, and they will fear you’ – this refers to the head tefillin.” Meaning, it is specifically when the non-Jew sees that “the name of Hashem is called upon you” that “he will fear you,” in such a way that from the outset he will not seek to fight with you, and in fact will comes to “honor” and respect you.
