In Manchester Rusholme, one of England's most deprived constituencies, 24-year-old Zain wanted to train as a nurse to serve his community's healthcare needs. But HM Treasury's spending constraints on Health Education England meant the training places he needed simply weren't funded. This isn't about capacity or capability: the training infrastructure exists, qualified instructors are available, and motivated people like Zain are ready to fill the roles the NHS desperately needs. Instead, Westminster chose to treat public investment in healthcare workers as a cost to minimise rather than the foundation of a functioning health service. Zain's story reveals how Treasury orthodoxy blocks the very workforce the North West's hospitals are crying out for.
