Zara, 26, from Blackburn wanted to train as a nurse but found herself blocked by workforce planning failures in the NHS. Despite clear demand for healthcare workers across the North West, Health Education England's training budgets were constrained by Treasury spending limits that treated public investment as a cost rather than the pathway to getting qualified staff onto wards. Blackburn sits in England's most deprived decile, where healthcare shortages hit hardest. The training places existed, people wanted to fill them, but Westminster chose to cap the funding. This episode examines how central government decisions to limit NHS training budgets create artificial scarcity in one of our most essential public services.
