The wicked (and illegal) king of Rash puts everyone into prison and has run out of space so he needs a way to get rid of them. His equally nasty adviser suggests enticing the Hungry Tiger to do the job. The Hungry Tiger accepts, not knowing that the 'criminals' are really innocent citizens.
