Cyberespionnage, rançongiciels, désinformation: le Canada est au cœur d’une cyberconflictualité qui ne cesse de s’intensifier.Pour la sixième année, l’Observatoire des conflits multidimensionnels dresse un portrait des cyberincidents à caractère géopolitique qui visent directement ou indirectement le Canada.Frédérick Gagnon, Simon Hogue, Walid Ferguen, Philippe Marchand et Fanny Tan se sont réunis lors d'une conférence afin de mettre en lumière les principales conclusions du rapport et d'analyser les grandes tendances à surveiller.

Le retour de Donald Trump bouleverse les équilibres mondiaux — et le Canada comme le Québec en ressentent déjà les impacts. Entre tensions commerciales, incertitudes autour de l’ACEUM et enjeux de défense, comment s’adapter à une relation avec Washington plus imprévisible que jamais ?Dans cette conférence animée par Frédérick Gagnon, et précédée d'un mot de bienvenue de Justin Massie, Catherine Loubier décrypte les nouveaux rapports de force et explore les stratégies à la portée du Canada et du Québec pour protéger leurs intérêts et saisir les occasions. Cet évènement est le fruit d'une collaboration entre le Département de science politique de l'UQAM et l'Observatoire sur les États-Unis de la Chaire Raoul-Dandurand.

Charles-Philippe David vient de publier le livre Le monde en péril : La fin de la Pax Americana aux éditions Somme Toute/Le Devoir. Cinquième activité d'une série de conférences portant sur la liberté d'expression aux États-Unis, ce webinaire avec Eric Heinze (Queen Mary University of London), animé par Pierre Rainville, explore les limites des modèles libéral et démocratique et les pistes d’un modèle libéral‑démocratique pour encadrer la liberté d’expression, notamment sur les plateformes numériques.Cet évènement est le fruit d'une collaboration entre la Chaire de recherche France-Québec sur les enjeux contemporains de la liberté d’expression - COLIBEX et l’Observatoire sur les États-Unis de la Chaire Raoul-Dandurand.

L’Observatoire des conflits multidimensionnels de la Chaire Raoul-Dandurand et le Laboratoire de communication politique et d’opinion publique (LACPOP) ont organisé une table ronde, animée par Allison Harell (UQAM) et Simon Hogue (UQAM), avec Aengus Bridgman (McGill) et Jean-François Godbout (UdeM) sur le thème de la désinformation étrangère. Mobilisant l’expertise de la communication politique, cette conférence visait à percer le phénomène social de l’influence afin de comprendre comment la désinformation étrangère circule et pourquoi certains y croient.

L'Observatoire sur le Moyen-Orient et l'Afrique du Nord, en collaboration avec le PRAM et le Laboratoire interdisciplinaire sur les risques et les crises de l'Université de Sherbrooke, a organisé une conférence avec Haoues Seniguer. Animée par Adib Bencherif et Walid Ferguen, la discussion a notamment permis de mieux comprendre la manière dont les principaux belligérants israéliens et palestiniens, ainsi que leurs soutiens dans le monde arabe et en France, mobilisent les référentiels judaïque et islamique pour justifier la violence.

Alors que les États-Unis soulignent leur 250e anniversaire, le livre «America at 250 : At Home and Beyond», codirigé par Romuald Sciora et Robert Y. Shapiro, propose une réflexion sur l'évolution, les défis et le rôle à l'international des États-Unis. À une époque marquée par d'importants conflits politiques en Amérique et par l'évolution de la position de ce pays dans le monde, cet ouvrage est tout à fait opportun et riche en enseignements. Pour souligner le lancement, Frédérick Gagnon s’est entretenu avec les codirecteurs de l’ouvrage. 

Les tensions récentes entre l’Iran, Israël et les États-Unis ont ouvert une nouvelle phase d’instabilité au Moyen-Orient. Depuis plusieurs jours, des frappes militaires se succèdent et témoignent d’une escalade qui s’inscrit dans un environnement régional déjà marqué par des rivalités prolongées et de profondes transformations politiques et sociales. L'Observatoire sur le Moyen-Orient et l'Afrique du Nord, en collaboration avec le Laboratoire interdisciplinaire sur les risques et les crises de l'Université de Sherbrooke, ont organisé un webinaire, en compagnie de Pierre Pahlavi et Julien Tourreille. La discussion, animée par Adib Bencherif, a permis d'aborder les dimensions militaires et sécuritaires du conflit, mais aussi les dynamiques politiques internes, les perceptions locales et internationales ainsi que les conséquences humaines des récents évènements.

Rebalancement des forces, retour des sphères d’influence, tensions géopolitiques croissantes: la sécurité internationale est aujourd’hui profondément transformée. Dans un contexte où le multilatéralisme s’effrite et où le droit international est de plus en plus contesté, Charles-Philippe David et Frédérick Gagnon ont offert une lecture accessible et éclairante des grandes mutations qui redessinent l’ordre mondial. Cette discussion, animée par Élisabeth Vallet, a permis de mieux comprendre un monde en recomposition, où l’avenir de la sécurité internationale semble parfois regarder… vers le passé.  

Quatrième activité d'une série de conférences portant sur la liberté d'expression aux États-Unis, ce webinaire d'Esther Cyna, animé par Mathilde Barraband, a notamment permis d'aborder les questions suivantes: qui a le pouvoir de censurer et d’interdire des livres aux États-Unis? Pourquoi ce mouvement s'est-il accéléré au cours des trois dernières années? Cet évènement est le fruit d'une collaboration entre la Chaire de recherche France-Québec sur les enjeux contemporains de la liberté d’expression - COLIBEX et l’Observatoire sur les États-Unis de la Chaire Raoul-Dandurand.  

La Chaire Raoul-Dandurand et le Réseau d'analyse stratégique ont organisé un webinaire afin de discuter en détails de la tant attendue Stratégie industrielle de défense du Canada, de ses forces et faiblesses, ainsi que des perspectives entourant sa mise en œuvre. La discussion, animée par la journaliste Anne Caroline Desplanques, réunissait Philippe Lagassé et Justin Massie.

Comment la politique étrangère est-elle élaborée dans le monde multipolaire d’aujourd’hui? Frédérick Gagnon, Paul E. Lenze Jr., Justin Massie, Emmanuelle Rousseau et Alexandre Schiele se sont réunis pour discuter des intérêts canadiens, américains, russes et chinois dans un monde de plus en plus multipolaire.__How is foreign policy formulated in today’s multipolar world? Lenze Jr., Justin Massie, Emmanuelle Rousseau, and Alexandre Schiele came together to discuss Canadian, American, Russian, and Chinese interests in an increasingly multipolar world.

Première activité d'une série de conférences portant sur la liberté d'expression aux États-Unis, cette conférence a permis aux professeur-e-s Frédérick Gagnon, Maryse Potvin et Pierre Rainville de faire un état des lieux des enjeux liés à cette thématique. Libertés fondamentales, autonomie universitaire et scientifique, liberté de la presse, dérégulation des médias sociaux et désinformation comptent parmi les sujets abordés.Cet évènement est le fruit d'une collaboration entre la Chaire de recherche France-Québec sur les enjeux contemporains de la liberté d’expression - COLIBEX et l’Observatoire sur les États-Unis de la Chaire Raoul-Dandurand.

Près de 3 ans après sa mise en oeuvre, la Stratégie du Canada pour l'Indo-Pacifique peut faire l'objet d'un premier bilan. De nombreux évènements extérieurs sont venus rebattre les cartes, mais aussi renforcer la nécessité de tisser des liens avec des partenaires partageant les mêmes valeurs. Parmi ces partenaires, Taïwan occupe une position particulière. L'objet de cette table ronde est de dresser le portrait des facteurs qui font de Taïwan un élément extrêmement important de toute stratégie indo-pacifique, et, notamment, de la stratégie canadienne. Son importance géostratégique sera évoquée, ainsi qu'une analyse de son évolution récente. Les panélistes aborderont aussi son rôle de premier plan en matière de réflexion sur les futurs conflits militaires et la cybersécurité.
