Public health does not operate solely through persuasion. It also operates through law.In this chapter, we examine how legal authority enables governments to safeguard population health - while simultaneously constraining state power to protect individual rights. Public health law defines the powers, duties, and limits of government action.We explore the legal tools available to the state: taxation, regulation, surveillance, licensing, zoning, information control, and environmental standards. Law shapes the built environment, workplace safety, food systems, tobacco control, infectious disease response, and injury prevention.At the same time, public health law must respect constitutional protections - privacy, liberty, non-discrimination, due process. Coercive interventions such as quarantine, mandatory vaccination, and reporting requirements demand strong justification grounded in evidence and proportionality.The chapter also highlights the role of social justice within legal frameworks.
