Juliette is a lifelong Groton resident. She grew up in Poquonnock Bridge as the oldest of six children and is a proud mom and a graduate of Fitch High School, class of 1991. She is a passionate advocate for our youth and for public safety. Juliette has served her community for over 14 years as the Administrative Secretary for the City of Groton’s Chief of Police. She also volunteered with the New London Youth Talent Show. Both of these roles brought into focus for her the need to build bridges between our youth and our police departments. As such she served on the Health, Education, and Safety Satellite, which is a collaboration between Branford Manor, Catherine Kolnaski Magnet Elementary School, City of Groton Police Department and UCONN Avery Point. In her spare time she has also volunteered in a variety of capacities; at her church, Groton Bible Chapel, as the secretary for the City of Groton Youth Advisory Committee and she is a member of the NAACP and the Elks Club. Juliette has a Bachelor’s Degree in Legal Studies (Cum Laude and Alpha Beta Kappa) and both of her daughters are currently enrolled in college. Additionally, she has recently attained her certification as a Connecticut Municipal Official and is currently a Groton Town Councilor. Previously she was selected served as a Representative Town Meeting (RTM) for District 2 for four years. Juliette lives by the mantra of “Community First” in that she believes that when she helps raise the river, all boats will float.

Police Service Dog Program: Since its inception in August of 2019, the Groton Police Department has been the proud recipient of two Labrador retriever service dogs, “McDonald” and “Chase”. Both dogs were donated by Puppies Behind Bars (PBB), a non-profit organization that teaches inmates how to train service dogs for first responders and military veterans with PTSD. McDonald was named after retired NYPD Detective Steven McDonald (EOW 1/10/2017) and trained in Bedford Hills Women’s Correctional Facility (NY). Our current dog, Chase, is a 1 year old yellow lab, trained in Downstate Men’s Correctional Facility (NY). Chase is partnered with Community Policing Officer Heather McClelland. She accompanies Officer McClelland in her daily duties and has the primary role of providing assistance to the officers and staff of the Groton Police Department in a therapeutic manner. Additional duties include carrying out community outreach functions such as educational programming, specialized events, and community interaction; providing assistance to victims of violent crime and other crimes of sensitive nature; creating a more engaging relationship between the community of Groton and the officers and staff employed by the Groton Police Department; and providing assistance to partner agencies, first responders and the many military personnel who call Groton home. https://www.groton-ct.gov/departments/police/community.php

https://grotonsail.com HELP US BUILD A MONUMENT. USS GROTON (SSN-694) For more than 100 years Groton has been the Submarine Capital of the World. Here on the banks of the Thames River, hundreds of submarines have been built by the men and women of Electric Boat, the nation’s first submarine base was established, and hundreds of thousands of submariners have been trained at Sub School. Yet no lasting monument exists to recognize the men and women who build, design and operate the United States Navy’s submarines. The USS Groton Sail Foundation is a 501 (c) 3 tax exempt nonprofit organization focused on building a lasting public monument to celebrate our region’s contribution to our nation’s defense. The centerpiece of the monument will be the USS Groton’s sail and rudder, which will serve as a permanent tribute to the Navy’s submarine community, past, present and future.

Doug is a United States Army Veteran in which he served for 8.5 years as a Mechanic and a Combat Life Saver. Doug was deployed in 2003 in support of Operation Enduring Freedom and then again in 2005 in support of Operation Iraqi Freedom. As the CEO of the Guardians, he is passionate about making CT and RI Combat Wounded Veterans feel as if they have another family. He works to provide that support system that many veterans need while they are either in transition or at other point in their life. He is also the Military Outreach Director for Veterans Equine Therapeutic Services (VETS), Communications Director for Team Red, White, and Blue, a member of the Veterans Advisory Board for Congressman Courtney and is on the post 9/11 Veterans Advisory Council that meets with Senator Blumenthal to address veteran issues. Doug has completed being a student and has received his bachelors in Business Administration with a special interest in organizational/industrial psychology. He has achieved multiple military awards including Soldier of the Year, Army Commendation Medal, and Army Achievement Medal (4).
