Gruppen blev nedsat i starten af 2025 for at håndtere en række "omnibuspakker" fra Europa-Kommissionen, som havde til tværgående formål at reducere administrative byrder og forenkle regler for at styrke europæisk konkurrenceevne. Med afsæt i historisk institutionalisme analyserer artiklen oprettelsen af AGS som et eksempel på "institutionel lagring", hvor nye processuelle regler blev tilføjet i Coreper II uden at erstatte de eksisterende, mere fagspecifikke strukturer i Coreper I.Analysen viser, at denne strukturelle ændring – som i høj grad blev drevet frem af horisontale attachéer (såkaldte "undergravere") og understøttet af det danske EU-formandskab – markant har øget hastigheden i lovgivningsprocessen. Der peges dog på flere utilsigtede konsekvenser, herunder en forskydning af de interne magtbalancer til fordel for formandskabet, en politisering af retsakter, der normalt ville have været rent tekniske, samt en reel risiko for, at et øget fokus på tempo kan forringe lovgivningens kvalitet.
