Denne omfattende rapport fra 2008 præsenterer en række anbefalinger til at styrke og effektivisere den danske fusionskontrol, så den bringes på niveau med de lande, Danmark normalt sammenligner sig med. Udvalget bag rapporten foreslog dengang en markant nedsættelse af de omsætningsbaserede tærskelværdier for anmeldelsespligt for at sikre, at flere potentielt konkurrenceskadelige fusioner – herunder store virksomheders opkøb af mindre konkurrenter – bliver undergivet kontrol.For at modvirke det øgede administrative pres, som lavere tærskelværdier medfører, anbefalede udvalget indførelsen af en forenklet procedure for åbenlyst uproblematiske fusioner. Dette ville give både virksomheder og myndigheder mulighed for at spare ressourcer og opnå hurtigere afgørelser i sager uden konkurrenceproblemer. Andre centrale forslag omfattede indførelsen af en klagepunktsmeddelelse for at forbedre dialogen i komplekse sager samt en forlængelse af de lovbestemte tidsfrister, så de bringes i overensstemmelse med EU-standarder og sikrer et solidt beslutningsgrundlag.
