Desde un sábado de noviembre de 1996, tras una charla en un par de cafés de la ciudad de San Juan de Pasto, capital del departamento de Nariño, surgió la necesidad de construir una propuesta artística de gestores culturales; entonces los maestros Yury Rosero y Álvaro Reyes decidieron a través de los cabildos participativos gestionar recursos y darle vida a su idea de convertir las calles de la ciudad en arte; allí se dio origen a ‘Arcoíris en el asfalto’. https://www.radionacional.co/cultura/arte/pasto-arcoiris-en-el-asfalto-fiesta-de-color-28-de-diciembre
