The second nine refers to getting off work at 9 in the evening. 'Six' refers to working 6 days a week. 'Nine nine six', in other words, means going to work at 9 am, getting off work at 9 pm, for 6 days a week. "nine nine six". Counted this way, one needs to work for 72 hours a week.
