Po rozpadzie Związku Radzieckiego w Azji Środkowej powstało pięć nowych krajów: Kazachstan, Kirgistan, Tadżykistan, Turkmenistan i Uzbekistan. Ludwika Włodek podkreśla, że państwa te nie były przygotowane na zmiany, które dla wielu ich mieszkańców oznaczały katastrofę. Pomimo niezależności i różnych dróg rozwoju, region jako taki nadal jest bardzo mocno uzależniony od Rosji. Do rozgrywki o wpływy w tej części świata po trwającej 100 lat przerwie wróciły Chiny. Zyskać na dostępie do regionu starają się też Turcy i Irańczycy, jednak nie mogą konkurować z potęgą i siłą przyciągania Moskwy i Pekinu. Skutkiem traktowania regionu jako "zaplecza" Rosji i Chin jest drenaż mózgów. Największy gospodarczy sukces w regionie Kazachstan, który niedługo, statystycznie, będzie bogatszy od Rosji. Zdaniem Ludwiki Włodek nie zmienia to faktu, że bilans ostatnich 30 lat w Azji Środkowej jest negatywny.
