#88 Percy Weasley's Boggart | GoF 28, The Madness of Mr Crouch

Potter Revisited Episode #88 Percy Weasley's Boggart AKA Harry Potter and the Goblet of Fire, Chapter 28 "The Madness of Mr Crouch" Is this confirmation that Butterbeer is alcoholic?  Winky is so sad, yet none of the House Elves besides Dobby don't seem to have any empathy for her Hermione is sent a bunch of hate mail due to Rita Skeeter's article - shouldn't there be process to check the mail students are sent? Why are adults sending a minor child (at a SCHOOL) hate with curses and dangerous substances??
