Ecuador spent one percent of GDP on Yachay, a greenfield “city of knowledge” that wanted to be good at everything in ten years; construction stalled, the supercomputer is unmaintained, and water still arrives by truck. Beijing's Zhongguancun instead bet on a single street, with government-private guiding funds, and became the template for China's shift from mass manufacturing to mass innovation.Most AI pilots fail because that is how evolution works.
