In Tarrant County -- a plan to lower homeowners' property tax bills seems to have backfired. It turns out, some people are getting overcharged instead. The Tarrant Appraisal District is in charge of figuring out how much homes are worth and how much they should be taxed. And the board is split on what to do next.
