There's calls from experts, concerned citizens and politicians alike over whether animal control has enough powers and resources to lock animals up. A woman was mauled to death by dogs at a Kaihu home yesterday morning.  SPCA senior scientific officer Alison Vaughan says the current laws are out of date, and a review is needed - plus additional funding.
