He is bluffing with fear wanting his USSR land AND GDP back.  Facing 30 NATO members + Ukraine using peace through NATO’s and America’s military strength to stop him simply by admitting Ukraine membership along with the other former USSR holdings, blocking his baseless threat of nuclear war.
