Are municipalities too big to fail?

Loadshedding, water outages and broken roads are the consequences of a lack of maintenance, which in turn is the result of a lot of other things. Fixing this is going to cost money, but to start we need to solve the debt problem first. The Treasury has a plan, but what are the chances of it working?
