Lance Metzler, County Manager           Recognition of Sheriff Samuel S. Page for 28 years of service as Sheriff of Rockingham County. He was first elected in 1998 and served seven consecutive terms.5.   Approval of the August 3, 2026 Agenda.6.   Consent Agenda     Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner        A. Captain Jennifer Brown           1. Request approval for Detective Ed Smaldone who retired July 1, 2026 from the Rockingham County Sheriff's Office with 30 years of service. He is requesting to purchase his duty weapon for $1.00 per County Policy and NCGS 17F-20 (see attached).           2. Request approval to increase Revenue in Wentworth fees budget line $6,038.00 reference funding received from the Town of Wentworth to purchase (2) Stalker Dual DSRE radar detectors with North Carolina software. This equipment will be used by Deputies to enhance speed enforcement to help provide safer streets and highways for all, especially in the areas near schools.        B. Todd Hurst, Tax Administrator           1. Request approval for order directing the Tax Collector to collect taxes charged in the Tax Records and Receipts 2025-2026.           2. Request approval of Annual Settlement of Tax Collector pursuant to NCGS 105-373 for Fiscal Year 2025-2026.           3. Request approval of all refunds from July 1, 2026 thru July 17, 2026.C. Derek Southern, Assistant County Manager   Request approval to appoint William Voris to the Board of Health and Human Services to fill the vacant role of General Public Representative. This term will be 8/3/2026- 8/2/2030.D. Mandy McGhee, Finance Director   Request approval of the following actions related to the previously approved Department of Health and Human Services Facility Expansion debt-financed project:      m   Approve the Reimbursement Resolution. It is Rockingham County's intent to reimburse itself from future financing proceeds for eligible project expenditures incurred prior to the closing of the financing. Adoption of the reimbursement resolution preserves the County's ability to reimburse eligible planning, design, and construction costs. The Local Government Commission (LGC) financing application cannot be submitted until approximately 70% of the total project costs have been identified.      m   Adopt the Capital Project Ordinance establishing the Department of Health and Human Services Facility Expansion Capital Project Fund and appropriating project expenditures and anticipated financing sources.      m   Approve the Budget Amendment to appropriate funding for the Department of Health and Human Services Facility Expansion Capital Project Fund in accordance with the Capital Project Ordinance.E. Justin Thacker, Deputy Finance Director   Request approval of a $100,000 appropriation from the Public Health Escrow fund balance to correct a budget error in the Public Health general insurance line item.F.   Caleb Tilley, Engineering and Public Utilities Director     Request approval to designate Tencarva as a sole source provider for their Gorman-Rupp Municipal water and wastewater pumps and parts. Tencarva provides specialized water and sewer pumps that are compatible with existing systems and are not readily available from other suppliers. Approval of Tencarva as a sole source provider will ensure continuity of service, compatibility with existing systems, and reduce potential risks or costs associated with switching to alternative providers.G. Susan Washburn, Clerk to the Board of Commissioners   1. Request approval for meeting minutes for Commissioners meeting for June 1, 2026.   2. Request approval for the Board of Commissioners 2027 Meeting Schedule and the Rockingham County 2027 Employee Holiday Schedule.H. Clyde Albright, County Attorney             Request approval of the amendment for the Public Records Policy as discussed March 2, 2026.        I.   Chris Elliott, Safety & Risk Manager             Request approval for the $25,000 Secured Bond for Interim Sheriff Billy Parker.7.    Public Comment8.    Presentation        A.
