The Herald's Mood of the Boardroom survey shows CEOs rate Prime Minister Jacinda Ardern's ability to build confidence with business, a 1.97 out of five. Employers and Manufacturers' Association Chief Executive Brett O'Riley told Tim Dower businesses feel grumpy, sombre and frustrated.
