He has extensive public service experience including as Clerk of the Executive Council and Cabinet Secretary in Manitoba, Deputy Minister of Policy and Planning in New Brunswick, and as Deputy Minister of Intergovernmental Affairs in both provinces. David has also served on the political side as Chief of Staff to federal finance minister Jim Flaherty and in the Prime Minister’s Office as Chief of Staff to Brian Mulroney. He believes ArriveCan is not a "one-off" incident but an example of something deeper and broader wrong in the federal public service.
