Court: United States Court of Appeals for the Fourth Circuit Filed: 2026-06-29 The fourth-circuit affirmed the district court’s orders granting defendants’ motions to dismiss Rice’s civil complaint filed under 42 U.S.C. §§ 1983 and 1981, as well as the order denying his motions under Fed. R. Civ. P. 59(e) and 60(b). The court confined its review to the issues raised in Rice’s informal brief pursuant to Fourth Circuit Rule 34(b) and *Jackson v. Lightsey*, concluding that Rice failed to demonstrate any reversible error within the scope of his submission.
