Court: United States Court of Appeals for the Fourth Circuit Filed: 2026-06-29 The Fourth Circuit affirmed the district court’s order dismissing Reginald Evans’s pro se complaint alleging violations of 42 U.S.C. §§ 1981, 1983, and the Americans with Disabilities Act without prejudice under 28 U.S.C. § 1915(e)(2)(B). The court applied a standard of review to determine whether the district court committed reversible error in accepting the magistrate judge’s recommendation to dismiss the case for failure to state a claim or other statutory grounds for dismissal under the Prison Litigation Reform Act’s screening provisions.
