Under 38 U.S.C. § 7292(d)(2), the court lacks jurisdiction to review factual determinations or the application of law to specific facts in appeals from the Veterans Court. The appellant attempted to argue that a 1985 VA examination report constituted an informal claim for an increased disability rating, but this issue was forfeited at the Veterans Court level because it was not raised in the opening brief.
