逮壬戌年，疏荐李鸿章率师赴沪，又愧不能多拨得力之营，同履危险之地。维时所遣之将。陆军仅程学启一人，系曾国荃拔诸降众之中，信其谋勇寡俦。水军仅黄翼升一人，系臣奏统舟师之员，信其忠诚可恃。此外如潘鼎新、刘铭传、张树声、吴长庆、张遇春等，皆臣与李鸿章商同遴派之将，自李鸿章抵沪以后，臣即未续拨一将，续助一兵，今夏派李朝斌太湖水师东下，沪中之局已大定，威已大振矣。
