自曾国荃师抵金陵，攻战两年，将士死事者尤多。虽屡邀朝庭优恤之文，而崇祀报功，尚缺焉而未备。兹就城中遗屋略加修改，凡阵亡、伤病文武员弁兵勇，分别正祀、袝祀，依次列入，庶足妥侑毅魂，激劝方来。合无仰恳天恩，准照各府昭忠祠之例，饬地方官春秋致祭。子圣朝褒忠励节之道，或亦有补于万一。
