EVERY Elder/Overseer was a Spiritual Leader.ALL Spiritual Leaders were overseeing, preaching and teaching.There were multiple Spiritual Leaders in EVERY church. All Elders, Spiritual Leaders, in a city worked together to oversaw ALL the Believers in the city. There was never a plurality of “churches” in a city and when attempted the Apostles condemned it.
