The Bicentennial came in the aftermath of Richard Nixon’s resignation and the end of what was then the longest war in American history — the war in Vietnam. It did not end well. But there was renewal in 1976. No stopping it. There were critics. Some of them accused the mayor, Frank Rizzo, of reducing attendance to the mid-morning event at Independence Hall by seeking too much security. But there was no evidence it was true.
