Mais derrière ces facteurs conjoncturels, des problèmes structurels plombent durablement la construction neuve : modèle de financement essoufflé, normes environnementales contraignantes, fuite des investisseurs privés après la fin du Pinel. Sans oublier la financiarisation de l'immobilier, qui transforme le logement en actif financier et bouleverse les repères traditionnels.Encadrement des loyers et DPE : sortir de la caricatureLes deux économistes dépassent les oppositions binaires. L'encadrement des loyers a freiné l'envolée des prix dans les zones tendues, mais produit aussi des effets pervers (report sur les communes voisines, sélection accrue des locataires). Quant au DPE, contrairement aux discours qui le décrient, il fonctionne comme un signal économique efficace : valorisation des biens performants, vigilance accrue des banques sur le financement.Dispositif Jeanbrun et perspectives 2026 : que peut-on attendre ?Le nouveau dispositif Jean Brun comble le vide laissé par le Pinel, mais soulève des interrogations sur l'ancien et les exigences énergétiques.
