Christopher Lee, playing General Miguel, kidnaps a scientist to force him to make a serum that will cause people to age incredibly rapidly in order to hold the US hostage in exchange for $1,000,000,000! That's over $4 billion today... yikes. Cap fights some thugs, some dogs and hang glides his way into the history books in this flick, the second one produced in the same year!
