In which the kettle boils over. As the Fugulnari's repressive "suggestions" are given the force of law by the occupied League of Humans, making life on the Fairgrounds even more unpleasant than before, the Human residents and their allies try to find ways around, under, over, or through the edicts, believing still that the occupation may just fail on its own. But it becomes clear the Fugulnari are not stopping. And then the violence comes.
