A escala considera seis fatores: 1. Recrutamento e seleção; 2. Envolvimento; 3. Treinamento, desenvolvimento e educação; 4. Condições de trabalho; 5. Avaliação de desempenho e competências e 6. Remuneração e recompensas. Está organizada em 40 afirmativas e solicita que os funcionários respondam o quanto concordam ou discordam de cada uma delas. A escala pode ser aplicada em qualquer tipo de organização e os resultados podem auxiliar os gestores a organizarem as suas ações quanto aos recursos humanos.
