Everybody can speak in tongues

There is a distinction between the public gift of tongues and private prayer in tongues. In 1 Corinthians 12, Paul is discussing ministry gifts given to different members of the church for the benefit of the body, which is why not everyone is called to speak in tongues publicly, just as not everyone is an apostle, prophet, or teacher. In 1 Corinthians 14, however, Paul describes a personal use of tongues in which believers speak directly to God and edify themselves.
