A routine traffic stop in Flagstaff, Arizona, became the beginning of the end for Samuel Bateman when a trooper found three girls locked inside an unventilated cargo trailer. But "the end" took longer than it should have — and cost more than it needed to.Bateman was arrested and bonded out. He returned to Colorado City and immediately began instructing followers to destroy evidence. The FBI raided his home, arrested him again, and placed nine children in state custody. None of the girls disclosed abuse during forensic interviews — their journals, seized by the FBI, told a different story. And then Bateman, from a federal detention cell, directed three of his wives to kidnap eight of the children from foster care. The girls were driven to Spokane, Washington, hidden in an Airbnb, and found weeks later when a sheriff's sergeant caught a vehicle leaving during a welfare check.The institutional failure in this case is systematic. Police let a man caught transporting children in a sealed trailer walk on bond. A federal detention facility gave a suspect in a child trafficking case unrestricted access to outside communication. A state foster care system could not secure children from a coordinated extraction by the very people they'd been removed from. At every point where the system could have held, it buckled.But the children proved stronger than the institutions. At sentencing, a teenage survivor read from a handwritten list — ordinary freedoms she'd discovered since escaping Bateman's control.
