Ganja di masa lalu sudah biasa dipakai sebagai bumbu masak atau obat tradisional. Bahkan dunia medis mengakui ganja memiliki zat atau senyawa potensial untuk mengobati penyakit diabetes sampai kanker. Namun selama ini penelitian ganja sebagai obat lebih sering dilakukan di luar negeri. Meski menjadi negeri penghasil ganja, Indonesia belum pernah melakukan penelitian ganja.   Indonesia memang melarang pemanfaatan narkotika golongan satu untuk pelayanan kesehatan, sebagaimana tercantum dalam Pasal 8 ayat (1) UU RI No. 35 Tahun 2009 tentang Narkotika. Meski demikian, tidak semestinya UU tersebut melarang pemanfaatan narkotika untuk pelayanan kesehatan.  Tujuan pertama dan utama keberadaan narkotika sejatinya adalah untuk kesehatan umat manusia. Keberadaan pasal itu justru bertolak belakang dengan eksistensi narkotika itu sendiri. Riset dan pengetahuan yang diperlukan untuk mengembangkan hal itu seharusnya tersedia dan didukung oleh negara.  Pasal 28H ayat 1 UUD 1945 menyebutkan, bahwa hak atas pelayanan kesehatan sebagai hak asasi manusia dijamin dalam konstitusi. Hak atas kesehatan juga dijamin dalam UU HAM nomor 39/1999 dan Kovenan Internasional Hak Ekonomi, Sosial, dan Budaya yang juga telah diratifikasi oleh Indonesia. Oleh karena itu, pelarangan narkotika golongan satu untuk medis jelas bertentangan dengan norma hak atas kesehatan.  Sudah waktunya Indonesia membuka diri dan menyediakan kesempatan pemanfaatan narkotika golongan satu guna pelayanan kesehatan.
