Waar het in het eerste deel ging over wat geheime diensten doen en hoe je ze controleert, zoomen we nu in op het bredere plaatje: de democratische rechtsstaat.  Wanneer wordt waakzaamheid écht noodzakelijk? En wat betekenen actuele ontwikkelingen in Nederland, Europa en vooral de Verenigde Staten voor onze eigen veiligheid?  Rowin Jansen laat zien hoe subtiel zulke verschuivingen verlopen: niet via grote klappen, maar via kleine, bijna onzichtbare stappen.
