In sports the teams that win by defense compared to offense is one in 12.  Ray Lewis and Baltimore Ravens compared to Tom Brady'12 trips to the Super Bowl for Patriots. In the world of Trade and War it's a great offense that wins hands down. Defense sets up the offense for the scores.  It takes scores to win.  An analogy would be the Chicago Bears that hasn't won a Super Bowel in 37 years when Mike Ditka was coach ... an offensive mind and defensive body.  The story has it that Iron Mike told his new team he wanted to know who was going to the Super Bowe.  Few players were fearless enough held up their hands.  Iron Mike then stated that he was going there and those that weren't of the same mind wouldn't be on the team long. Mike was tight end, an offensive position, who was one of the stars on the 1963 team that won the league championship and the 1985 team he coached that won the 1985 Super Bowl.  With a great offense and an outstanding defense on both those teams.  What was more important ... the offense or the defense?  In 1963 the Bears 12 wins 1 loss and two ties, picked up a quarterback Billy Wade from the Rams, that turned the team into an offensive threat to go with their all-pro defense.  Final score.  Bears 14 NY Giants 10.  In 1985 the bears were 13 wins and 1 loss.  Bears 37 New England Patriots 10 with Jim McMahon at quarterback a pro bowl selection. With Walter Payton at running back a Hall Fame player for the Bears. Though the 1985 is touted as the greatest defensive team ever, they scored very few turnover type touchdowns ... offense won the games George Halas was the coach of the bears for forty years, including the 1942 and 1963 championship teams and handpicked Mike Ditka in 1982 as his replacement after years of frustration with defensive coaches.  Coach Halas had such offensive players as Red Grange and Gale Sayers also Hall of Fame caliber. Since Ditka's departure the Bears have had seven head coaches (all but two defensives minded, seven general managers and twenty-one quarterbacks with a record of 135 wins and 180 losses. While the Green Bay Packers have had two quarterbacks, three head coaches and one general manager ... all offensive minded.  With Pro Bowel great Bret Favre 16 years and Rodgers 10 years who are Hall Fame caliber. So where is America's offense.  We need a Department of Offense and Defense.  Take the current Ukraine and Russian war of attrition.  When Russia's offense is activated and Ukraine's defense turned to offense it turns Russia into a loser. American bigger scare tactics are also an offense? How would this American Department of Offense work?  It would take the lead in "keep American Great" the global trade war with China, Russia and Iran bringing the supply lines back retrofitted into America's enterprise zones using lower taxes on sales to foreign markets and tax credit incentives for expanding technology using a 20% investment tax credit for repatriated manufacturing businesses.   Then triggering the Opportunity Zones in the inner cities that would use foreign companies’ property tax credits for bringing pharmaceuticals and food processing to small or chain operated retail businesses located in low-income neighborhoods.  Activating the fossil fuel and natural gas industries using Federal waste lands and offshore locations for doubling the American output of energy products for sale to European users competing with OPEC on quality and price.   The budget for military staffing would be based on strategic plans for placement of peace keepers in tactical threats to American security. How would the American Department of Defense work.  Take the lead in "Strength is Peace" using cyber technology and managing the technological development of weapons and a Star Wars defense. Budget for Global supremacy.
