Is it better to have an inconsistent parent or one parent present?!?

Its hard parenting already... but to be the only consistent parent is worse. If a child is missing a parent they will have to deal with levels of emotional neglect no matter what... but if a child is told promises that are not fulfilled by a parent who is barely around... that creates trust issues, insecurities and other self doubt.
